Sec. 24-173. Parking during snowfalls. (a) It shall be the duty of the department of public works to erect and maintain within the city accurate measuring devices measuring the precipitation of snow during any calendar day or days when a snowfall occurs within the city. If the precipitation of snow reaches four inches as measured by the department of public works during any calendar day, parking upon the streets and public ways of the city shall be limited and regulated during the following calendar day. (b) On the day following a precipitation, as defined in subsection (a) of this section, no vehicles shall be permitted to park, and it shall be unlawful for any person to park any vehicle on certain streets of the city designated in subsection (c) of this section from 12:00 midnight to 8:00 a.m. in the morning. (c) The designated streets under subsection (a) of this section are as follows: Union, State, Front, Main, N. Clark, King, Queen, Seneca Ave., Prospect, Madison, Euclid, Hamilton Ave., Genesee, Terrace, Highland Terrace, Van Buren, Homer, Franklin, Johnson, Pine, River, Spruce, Forest Ave., Fourth, Seventh and Eighth from Wayne St. to Clark Bros., Seventh, Twelfth, Thirteenth, Fifteenth, Twenty and Twenty Fourth, S. Twenty-Sixth, Buffalo, Wayne, Reed from Third to Thirteenth, Laurens, Washington, Henley, Irving, Green, Hamilton, Times Square, South, Barry, East and West River Roads, South Nineteenth, Martha Ave., York, Indiana Ave., South Clark, Alder from Seneca to Spring, East Spring, Delaware Ave. from Union to Barry, South First from State to Henley, North First, Higgins Ave., Walnut from Forest to Pine, East Elm, Stardust Lane, Sunrise Drive from Stardust to Van Buren, North Union Street Extension, West Sullivan. (d) After a precipitation, as defined in subsection (a) of this section, it shall be permissible to park on all streets of the city not designated in subsection (c) of this section, from 12:00 midnight to 8:00 a.m. on the day following such precipitation, subject to any previously enacted restrictions limiting, prohibiting, or restricting parking on any given street. (e) No parking shall be permitted on any streets in the city excepting those streets designated in subsection (c) of this section from 8:00 a.m. on the day following a precipitation, as defined in subsection (a) of this section, until 4:00 p.m. on that day. (f) Parking shall be permitted on those streets designated in subsection (c) of this section on the day following a precipitation, as defined in subsection (a) of this section from 8:00 a.m. to 4:00 p.m., subject to any previously enacted restrictions limiting, prohibiting, or restricting parking on any given street. (g) For the purposes of this section, a calendar day includes the time from midnight to midnight, and official United States weather station means that weather station maintained by the United States Government within the city.
